Development Policies - the following Development Policies are included in <br /> Ramsey County's Comprehensive Plan as adopted by the Board of Ramsey <br /> County Commissioners on December 8, 1980 (Resolution No, 80-1198), <br /> 1, Ramsey County shall provide a variety of opportunities and facilities <br /> within its designated scope of responsibilities, The facilities shall be of <br /> such quality and in sufficient quantities to satisfy the needs of residents <br /> and users within the service area of the open space sites, <br /> 2, Ramsey County shall receive approval of the site development <br /> proposals from the governing body of the municipality in which the <br />, respective projects are located. <br /> 3, Ramsey County shall apply multiple use and multi-seasonal use <br /> concepts to its open space resources and facilities when said practice is <br /> feasible and such uses are compatible, <br /> 4, Ramsey County shall prepare and adopt a Five Year Capital <br /> Improvement Program for the Open Space system in order to implement <br /> an orderly development program and ensure maximum benefits from <br /> expenditures. Primary consideration shall be towards providing regional <br /> . facilities and meeting significant system deficiencies. <br /> 5, Ramsey County shall design and construct all open space facilities so <br /> that they accommodate modes of public transportation and are <br /> physically accessible to all segments of the population, including the <br />, aged and the handicapped, <br /> 6, Ramsey County shall coordinate the timing of proposed capital <br /> improvements with the availability of public utilities and services. <br /> 7, Ramsey County shall implement only those development plans that are <br /> compatible with the tolerances and carrying capacity of the resource <br /> base. <br /> I. Development Conflicts <br /> 1, Ramsey County will be receptive to a municipality initiated trail access <br /> spur from the undeveloped area located immediately northwest of the <br /> Shoreview segment. Any proposed access route should follow the creek <br /> crossing alignment of the municipal sewermain that extends north and <br /> westward from Schutta Road, <br /> 2. Ramsey County will cooperate with the City of Shoreview in the future <br /> . installation of a sanitary sewer connection(s) from the University of <br /> Minnesota airport site to the MCES interceptor sewer that passes along <br /> IX-13 <br />
