<br /> CITY OF ARDEN HILLS <br /> . MEMORANDUM <br /> DATE: December 24, 1997 <br /> TO: Brian Fritsinger, City Administrator ~ <br /> FROM: Cindy S. Walsh, Parks and Recreation Direct~ <br /> SUBJECT: Resolution # 98-05 Rice Creek North Regional Trail Corridor Master <br /> Plan <br /> Background <br /> The Rice Creek North Regional Trail Corridor includes land in Anoka and Ramsey Counties. <br /> This Master Plan covers a 4.75 mile section of the corridor that is located in Ramsey County. <br /> The County must receive approval to acquire or develop property within the municipality by the <br /> City Council. Resolution 98-05 gives approval to Ramsey County for the Master plan. <br /> Arden Hills Section of the Corridor <br /> The Rice Creek North Corridor has been designated as a "Regional Trail Corridor" by the <br /> Metropolitan Council. As designated by the Metropolitan Council, "Trail corridors are intended <br /> to provide for recreational travel along linear pathways throughout the Metropolitan Area. They <br /> . are selected to follow natural or manmade features that traverse areas of scenic appeal and/or <br /> historical, architectural and developmental interest. The regional trails are selected to pass <br /> through, or provide access to, elements in the regional park and park reserve system. The parks <br /> and park reserves perform the important function of offering places for parking, comfort <br /> facilities, safe water supplies, etc. Trails are also selected for their ability to intersect with local <br /> trail networks and with the regional trails functioning much like regional highways that <br /> interconnect with more local arterial and collector streets." <br /> The Arden Hills section is referred to the TCAAP area. Maps of the trail corridor as it passes <br /> through TCAAP are found in the Master Plan supplied by Ramsey County. <br /> Staff Review <br /> Staff initially reviewed the draft copy of the Master Plan several months ago. Staff provided <br /> several revisions or corrections which have been incorporated into the plan. City staff has not <br /> identified any significant issues of concern with this final plan. The City Council may wish to <br /> consider discussing the timing of the project with Ramsey County. <br /> The enclosed document from the County identifies the development costs for this project on page <br /> IX-12. The Council should note that the proposed cost for the I-35W bridge segment is <br /> $500,000 for the year 2004. The Council should consider how the excessing of the 49 acres <br /> adjacent to this area by the Department of Army will impact construction of a new bridge at <br /> . County Road H2. There mayor may not be a need to encourage the County to plan for these <br /> expenditures prior to the 2004 date that they identified. <br /> --- <br />
