Public Involvement <br /> To date, citizen participation in the planning process generally has involved <br /> phased input from residents of Arden Hills, Mounds View, New Brighton and <br /> Shoreview. This concentration of local input from four communities was due <br /> to three factors: <br /> 1. The corridor is located within the corporate limits of the cities of Arden <br /> Hills, Mounds View, New Brighton and Shoreview. <br /> 2. Chapter 950, Laws of Minnesota, 1971, states that "Ramsey County <br /> shall not acquire nor develop any real property for open space purposes <br /> without the prior approval of the governing body of the municipality in <br /> which such property is located." <br /> 3. The initial municipal approvals for acquisition were granted prior to the <br /> designation of the segments as a regional trail corridor. <br /> The Arden Hills, Mounds View, New Brighton and Shoreview City Councils <br /> and their respective advisory commissions and committees have held <br /> several public meefings and public hearings as part of the local review . <br /> process prior to approval of the initial segment acquisition plans and <br /> subsequent unit master plan. <br /> Copies of the draft master plan and subsequently the approved master plan <br /> will be distributed to libraries so they are readily available for review by <br /> interested residents of communities within the service area of the site. A <br /> news release to local newspapers will inform area residents of the intent and <br /> availability of the plan and encourage citizen review and comment. <br /> D. Supporting Studies <br /> 1. Rice Creek Recreation and Protection Concept Plan (November, 1972) _ <br /> Report prepared by the Anoka-Ramsey Rice Creek Study Committee as <br /> coordinated by the Metropolitan Inter-County Council. <br /> The report establishes a concept plan to preserve the natural integrity of <br /> Rice Creek, and capitalize on its natural attributes as a base for recreational <br /> opportunities. The Shoreview, Arden Hills and New Brighton/Mounds View <br /> segments were identified as areas that should be acquired for recreation and <br /> protection open space purposes. <br /> . <br /> 11-4 <br /> --- ---" <br />
