The televising did not indicate significant deterioration of the metal pipe <br />at this time however it is the opinion of the City Engineer that the metal pipe will eventually deteriorate <br />possibly causing a catastrophic failure resulting in significant environmental pollution and repair costs. One <br />manhole on that pipeline segment has deteriorated significantly due to the acidic environment. The <br />rehabilitation of that manhole is also included under Bid Alternate # 1. <br />The City Engineer and Dwayne Stafford reviewed the pipeline segment and determined that a trenchless <br />method of rehabilitation would be the most cost effective since the pipeline runs directly under wetlands and <br />would be extremely difficult to remove and replace. Because the pipeline is a main trunk in the City it carries <br />a significant amount of sewage. Utilizing a trenchless method to rehabilitate the pipeline would minimize <br />the amount of down time for the line. Trenchless pipcliners are designed to act as full structural pipes and <br />will remain even iftlte pipe around them disintegrates. <br />The Bid Alternate #1 work was included in the project at the direction of Council since the original budget <br />did not include the work. The bids received are very similar in cost and were within 3% of the Engineer's <br />Estimate. Infrastructure Technologies, Inc. submitted the highest bid for Bid Alternate #1 however their <br />combined total bid remains the lowest among the three.
