Even if the line would be longer, the poles are already in place and there <br /> should be some cost reduction for this. <br /> Mr. Johnson stated the line was built during World War II. Most of it isn't up to current <br /> standards and would have to be replaced in order to install a main line feeder. While the feeder <br /> could be put on the poles, the poles are not tall enough and there is not sufficient separation <br /> between the poles. <br /> Mayor Probst asked ifmost of the lines have been abandoned. Mr. Johnson stated they are still <br /> being used by a few sites. <br /> Mayor Probst restated his view that the City is not happy with running overhead lines and feels <br /> there are other options. He asked if there is a schedule set for the job and, if so, who controls it. <br /> Mr. Johnson stated they hope to have it completed by the end ofthe year, or before the ground <br /> freezes, they just have to present the required permits to begin working. <br /> Mayor Probst asked ifNSP has the permits from the County. Mr. Johnson indicated they have <br /> been drawn up and Mr. Wertish stated he believes they have received the permit. <br /> Mayor Probst voiced his concern for the idea that NSP could show up at any time and begin <br /> work on the line. <br /> Mr. Wertish held to his belief that NSP has exhausted all of their practical options. He stated he - <br /> will bring the plans back to NSP for further review but it is not always possible to satisfy every <br /> City when it comes to aesthetic issues. <br /> Mayor Probst reconfirmed the Council's concern that the line is already underground and should <br /> not be too difficult to replace, but NSP is choosing not to because of financial reasons. He noted <br /> if the line must go overhead, the City may want to suggest better routes so as not to spread lines <br /> out over the entire area. He stated the City will work further with Staff to gain a better <br /> understanding of the issue and asked Mr. Wert ish to express the City's concerns to NSP. <br /> B. 1369 Forest Lane, Code Enforcement Update <br /> Mr. Ringwald stated Mr. Nixon has had several deadlines to supply information regarding <br /> building permits. The contractor chosen by Mr. Nixon does not have a valid State Contractors <br /> License. Staff has not received verification of his financing source and, although Mr. Nixon has <br /> made some progress, there are major issues needing to be solved. He also pointed out, in the <br /> event the financing cannot be secured, Mr. Nixon would like the opportunity to tear the home <br /> down himself. If the Council allows this option, Staff would recommend placing a time limit for <br /> the demolition. <br /> Mr. Nixon explained his contractor gave him his employers' license number and he was not <br /> aware this would not be sufficient. He does not understand why he is required to hire a licensed <br /> contractor. Mr. Ringwald indicated the Code states once you lose your occupancy permit, you - <br /> must use a State Licensed Contractor for the repairs. Typically a home owner is looking at minor <br /> additions and corrections to bring the home up to Code compliance. <br />
