Enhancements may consist oflandscaping, sidewalk/trail, <br /> lighting and a median irrigation system. <br /> Fundin~ of Phases I and II <br /> Although Phase I and Phase II are connecting segments of the same roadway, it is important to <br /> note that funding sources for the two phases are different. <br /> . Phase I, with an estimated cost of$725,000, will be funded with Tax Increment <br /> Financing (TIF) bond proceeds, Ramsey County Highway 96 Project <br /> reimbursement monies, and water utility funds. <br /> . Phase II will be funded by assessing abutting properties, city street funds, MSA <br /> construction monies, and water and surface water utility funds. <br /> Assessment Hearin~ Process <br /> Staff recommends that the process for Minnesota Statute 429 Improvement Projects, as <br /> outlined in the City's Assessment Policy, be followed for Phase II. Specifically, that a Public <br /> . Hearing on Phase II (West Round Lake Road Reconstruction) be called for November 9, 1998 at <br /> 7:30 p.m. <br /> It appears that five parcel owners are within the area to be assessed. At the Public Hearing, it <br /> will be emphasized that the assessable portion of the total estimated cost of the improvement will <br /> relate to the City's typical design standard for a 36 foot wide, 9-ton design with curb and gutter <br /> commercial/industrial street, as per the City's Assessment Policy. <br /> Recommendation <br /> 1. Subject to receiving Council direction on the Phase II options, staff recommends Council <br /> not combine West Round Lake Road, Phase I and II, into one street improvement project <br /> and instruct the City Engineer to proceed with Plans and Specification for each specific <br /> project. This implies that each project/phase may be bid separately. This action would <br /> demonstrate compliance with the City obligation under the Welsh Development <br /> Agreement. <br /> 2. Staffrecommends Council select design Option # 3 at a cost of$I,262,390 plus <br /> watermain and storm sewer improvements, and necessary right-of-way acquisition. <br /> Specifically, the recommendation would be to construct only the two easterly lanes of a <br /> future four lane road. <br /> 3. Staffrecommends adoption of Resolution #98-63, receiving preliminary report in the <br /> . matter ofthe 1999 Street Improvement Project, West Round Lake Road. <br /> ----- <br />
