The enclosed feasibility report review has been prepared examining the proposed reconstruction of West <br /> Round Lake Road from 13th Street N.E. to the southern property line of the Indykiewicz Parcel, as <br /> authorized by the City Council at the August 31, 1998, Council meeting. This report will summarize the <br /> findings of the 1997 Feasibility Study prepared by Howard R. Green and provide revised scope and cost <br /> information as applicable based upon recent dIscussions with City staff. <br /> The scope of the project includes the reconstruction of an existing bituminous roadway with concrete <br /> curb and gutter, storm sewer and watermain improvements. The proposed roadway alignment will <br /> essentially follow the existing roadway with intersections at Gateway Boulevard and Gateway Court. <br /> The project limits are the Minnesota Commercial Railroad crossing on the south and the southern <br /> property line of the Indykiewicz parcel to the north. A feasibility report for segment 1 of the West <br /> Round Lake Road Improvements within the Indykiewicz parcel was received by the Council at the <br /> September 14, 1998 meeting. <br /> Information utilized in the preparation of this report includes the 1998 Street Reconstruction and <br /> Maintenance Improvements Feasibility Report, West Round Lake Road, Phase 1 Feasibility Report, <br /> aerial mapping, as-built plans, data provided by City staff, GIS property information and other <br /> information from field investigations and surveys of the site. <br /> We are of the opinion that the project as outlined in this report is feasible and would significantly <br /> enhance the function and safety of the West Round Lake Road and improve the access and aesthetics of <br /> the Gateway Business District in genera1. <br /> Sincerely, <br />.
