<br />. INTRODUCTION <br /> On August 31, 1998, the Arden Hills City Council authorized the preparation of a feasibility <br /> study for the 1999 Street Improvements Project. This project includes the reconstruction of West <br /> Round Lake Road between the Indykiewicz property and the Minnesota Commercial Railroad <br /> tracks. The project also includes the sealcoating of city streets which will be determined as a part <br /> of the pavement improvement program review. The proposed budget for sealcoating work will <br /> be similar to previous years projects. No other street reconstruction or rehabilitation is proposed <br /> as a part of the 1999 project. The purpose of the feasibility study is to examine the technical <br /> feasibility ofreconstructing West Round Lake Road, outline possible alternates and their <br /> associated design issues and provide cost estimates and means of financing the improvements. <br /> West Round Lake Road currently serves the Gateway Business District (GBD) which is <br /> generally bound by Round Lake to the east, I-35W to the west, Highway 96 to the north and 1- <br /> 694 to the south. West Round Lake Road is essentially a 3,500 foot long cui de sac with access <br /> only to Highway 96. Threc city streets feed into West Round Lake Road near its southern end. <br /> The city streets are Gateway Boulevard, Gateway Court and 13th Street NE. Gateway Boulevard <br /> and Gateway Court will be completed this summer in conjunction with the completion of Phases <br /> II, III and IV of the Welsh Companies development. The existing ATS property is accessed by <br /> the 13th Street CuI de Sac. The GBD includes a wide range of businesses with a current <br /> estimated employment of 750. The GBD has grown recently with the addition of over 450,000 <br />. square feet of office/warehouse space within the last three years. An additional 40 acres of land <br /> is currently undeveloped or underdeveloped and will likely be developed within the next few <br /> years. <br /> The northern 600 feet of West Round Lake Road is proposed to be reconstructed to provide a <br /> new signalized intersection east of the existing intersection of West Round Lake Road and <br /> Highway 96. This work has been detailed in the West Round Lake Road Phase I Feasibility <br /> Study presented to the council September 14,1998. This report addresses the reconstruction of <br /> West Round Lake Road from the Indykiewicz property to the Minnesota Commercial Railroad <br /> crossing. The existing roadway is a bituminous surfaced, rural section approximately 24 feet <br /> wide. The western edge is delineated by a MnDOT right of way fence while the eastern edge is <br /> fronted by six office/warehouse buildings, two of which have been constructed in the past three <br /> years. The reconstruction of existing roadway located south of the railroad crossing has not been <br /> included in the project scope since the redevelopment ofland south of the railroad (and potential <br /> right of way vacation) is likely to occur within the next few years. <br /> 1997 Fe~sihility Report <br /> The report for this project prepared by Howard R. Green last year was based on approximately <br /> 3000 feet ofroadway to be reconstructed (extending to 13th St. N.E.) including storm sewer <br /> improvements. The proposed cross section in the report included a divided roadway with two 25 <br /> foot lanes. The proposed median width was 14 feet which would allow for a 10 foot turn lane. <br /> The proposcd cross section is similar to alternatives B, CI and C2 included with this report. The <br />. total right of way requirement w~s 80 feet. The 1997 report did not include any watennain. trail, <br /> street lighting or landscaping enhancements with the proj ect. <br /> 1 <br />
