Walsh, Parks and Recreation Director Dr) <br /> SUBJECT: Tony Schmidt Park Redevelopment Plans <br /> Background <br /> The Tony Schmidt Park Task Force has met many times to discuss the possible changes and <br /> upgrades to the park, Sanders, Wacker, and Bergly, the consultant hired by Ramsey County to <br /> develop the plans, presented three different plans to the Task Force. As differences of opinion <br /> occurred, the task force members voted on recommendations. This recommended plan was then <br /> presented to the public on January 5, 1998, The Task Force met again on January 13 to discuss <br /> the comments from the public meeting and make any necessary changes to the proposed plan, <br /> Public Comments of the RedeveloDment Plan <br /> · There were a couple of people who voiced concerns about overflow parking that would occur <br /> . along Lake Johanna Boulevard, Siems Court, and other neighborhood streets. Ramsey County <br /> indicated that they felt the parking was adequate for the majority of the time. There may be <br /> limited space on holidays. The County informed the residents that it was the City's <br /> responsibility to sign streets for "No Parking", Apparently, the City of Roseville has designated <br /> some no parking streets in the area of Lake Josephine because of complaints from the residents <br /> about cars and trailers parked On the side streets around the lake. <br /> * The residents wanted trail connections to City trails and facilities wherever possible, In <br /> addition, the concept of a trail along Snelling A venue around the east side of the lake was <br /> requested, I will try to incorporate this in our Comprehensive Trail Plan. <br /> * Comments were made about the problem with geese at the park. The County said they used to <br /> remove geese in the area, but stopped because the U.S. Fish and Wildlife Service determined it <br /> illegal to remove waterfowl. <br /> * Residents are very concerned about the pedestrians crossing Lake Johanna Boulevard with the <br /> high levels of traffic on the road, Although the Ramsey County Sheriffs department does <br /> actively patrol the area, cars travel through the park area at fairly high speeds. A pedestrian <br /> bridge was determined not to be feasible and there does not seem to be a good pedestrian <br /> crossing alternative, Residents suggested a stop sign On Lake Johanna Boulevard to stop traffic <br /> for pedestrians. <br /> * Several comments were made about the possibility of changing Lake Johanna Boulevard. One <br /> suggestion was to put a 3-way stop at the intersection of County Road E and Lake Johanna <br /> Boulevard to allow pedestrians to cross the street and slow down traffic. <br /> · One resident was concerned about not placing trails on the sewer easements. He said that <br /> . paved or unpaved trails would hinder the repair of sewer lines. (This same resident asked a <br /> -..----- <br />
