<br /> '. <br /> CITY OF ARDEN HILLS <br /> e MEMORANDUM <br /> DATE: January 23, 1998 <br /> TO: Brian Fritsinger, City Administrator <br /> FROM: Dwayne Stafford, Public Works Superintendent 9;. <br /> SUBJECT: MCES Grants & Loans <br /> Background <br /> The Metropolitan Council Environmental Services (MCES) is offering grants again this year in <br /> amounts of up to $10,000, for inflow and infiltration (I & I) identification. These are matching <br /> grants where recipients must match dollar for dollar any amount received to be used strictly for I <br /> & I identification. <br /> The City applied for this grant in 1996 and received $5,000, so far and expects to receive another <br /> $5,000, now that the City has provided MCES with the necessary documentation of work <br /> completed. This money was used to clean and televise more than 20,000 linear feet of the City's <br /> sanitary sewer lines in 1996 and 1997, <br /> e MCES is also providing low interest matching loans of up to $40,000, to qualifying Cities for the <br /> repair of! & I problems, These loans will be at one (1) percent above the five (5) year Treasury <br /> Bond rate of March 19, 1998, No payment on these loans will be required if the repair work is <br /> annually certified to be effective by the City Engineer. This would need to be done for a period <br /> of five years. Two of the five years would also need televising video's substantiating the repairs <br /> are still effectively reducing the I & I. If repair work is found to have failed, the City has the <br /> option to do further repair or pay back the I & I loan. If the repairs hold and are certified for five <br /> years the loan will be forgiven with no strings attached, Staff intends to include the additional <br /> T.V, inspections in the repair contract along with a five year warranty, <br /> As a result of the televising done in 1996 and 1997, the City has identified several areas of <br /> immediate coneern in the City's sewer system, The worst of those areas are segments laying in <br /> the low land areas behind the Ogren Townhomes and the low lands west of the Chatham <br /> Development. One other area of immediate concern is the area near the Ramsey County <br /> Compost site on Hudson Road. The City Engineer is reviewing these problems and will make <br /> recommendations in the near future, as which repairs are feasible, Applications for MCES <br /> Grants and Loans must be submitted by February 10, 1998, to be eligible, <br /> Recommendation <br /> The Public Works Superintendent recommends adoption of Resolution #98-11, authorizing the <br /> application for a MCES Grant in the amount of $1 0,000 for further I & I studies of the City's <br /> sanitary sewer system. <br /> e The Superintendent further recommends adoption of Resolution #98-10, authorizing application <br /> for a MCES Loan in the amount of$40,000 for the repair of! & I problems within the City's <br /> sanitary sewer system, <br /> -..---- <br />
