CITY OF ARDEN HILLS
. MEMORANDUM
DATE: February 4,1998
TO: Brian Fritsinger, City Administrator
FROM: Dwayne Stafford, Public Works Director 9;.
SUBJECT: Lift Station #ll
Background
At the December 8, 1997, Council meeting the Arden Hills Public Works Director received
Council's permission to have a feasibility study done on eliminating Lift Station #11 at Arden
Manor. This station serves all of the triangle area surrounded by Highways 10,96, and I-35W
and all of the existing Round Lake CII properties. With the upcoming reconstruction of
Highway 96, it may become necessary to move this lift station as it currently sits in the possible
location of the new west bound traffic lane. With this in mind, and the upcoming construction of
Round Lake Road, it seemed appropriate to look at the whole picture, including the elimination
of Lift Station # 11.
. Feasibility Studv
BRW has determined it would be possible to eliminate Lift Station #11. This could be done by
continuing the gravity sanitary sewer lines entering the lift station onto the south. This new line
could run down the new Round Lake Road easement or in an existing sewer easement between
the west side of Round Lake and the east side of the C/I properties on Round Lake Road, as
shown on the feasibility study.
Costs
BRW has estimated the costs for eliminating lift station #11 and constructing a new gravity
sewer line from the lift station to the new sewer line on 14th Street to be approximately
$390,000. Ramsey County would be asked to contribute any amount they would need to spend
on moving the lift station, if it indeed needs to be moved. This amount is estimated to be
$60,000, which is not guaranteed, leaving approximately $330,000 to be paid for by the City.
Recommendation
Although, Public Works would like to eliminate lift stations wherever possible the Director feels
the payback in this situation makes it hard to justify. The Public Works Director recommends
Council consider the feasibility study and leave lift station #11 as is. Ifit becomes necessary to
relocate the station as part of Highway 96 reconstruction, the Director ""ill ask the County that
the station be replaced with the newer submersible pump style at the County's expense.
.
