Over the last five years the <br /> City Council has not adopted these rates prior to the Assessment Hearing. <br /> Recent Assessment Rates <br /> Over the past several years the assessment rates for reconstruction and overlay projects has been <br /> as follows: <br /> Year Reconstruct Overlay <br /> . 1996 $30.32 $5.42 <br /> 1997 37.96 4.97 <br /> 1998 (Estimate) 51.18 5.44 <br /> Request <br /> The City Council is asked to provide direction to staff on whether or not it would prefer to adopt <br /> the 1998 Street Improvement Program assessment rates at the February 23, 1998 meeting, or wait <br /> until the Assessment Hearing is held in March or April. <br /> BF/sls <br /> . <br />
