MEMORANDUM <br /> DATE: February 13, 1998 <br /> TO: Mayor and City Council CSvJ <br /> FROM: Cindy S, Walsh, Parks and Recreation Director <br /> SUBJECT: Ridgewood Road/Kenna Park Property <br /> Back"round <br /> The City does not currently have fee title to the parcel of park land located between Ridgewood <br /> Road and Snelling Avenue. Council member Hicks asked Tom Mulcahy to examine the <br /> information and possibly help the City obtain title by meeting with Mr. Kenna. I gave Mr. <br /> Mulcahy all of the information that I have pertaining to that park parcel. Mr. Mulcahy has <br /> provided a letter to Council member Hicks giving his opinion about what the City should do to <br /> proceed with obtaining title to this property. A copy ofMr. Mulcahy's letter was included in my <br /> January Department Report. I have also attached a copy to this memo. <br /> What is the Citv's next step? <br /> Il Attorney Filla attempted to contact Mr. Kenna, but was not successful. Should City staff or a <br /> Council representative attempt to meet with Mr. Kenna or his heirs? <br /> Future Action by the City <br /> Ifthe City is able to acquire title, is it our intent to keep the property as part of our City park <br /> system? When I researched this situation in February of 1995, Attorney Filla informed me that <br /> land acquired through dedication for park purposes must remain a park. I have received past <br /> requests to sell this property to people who are interested in building a house on the lot. <br /> According to the Community Development Director, Kevin Ringwald, the City would have to <br /> allow a number of variances with the sale of this property to allow a house to be built. I have <br /> also received a letter from the abutting property owner who would like the right of first refusal to <br /> purchase the property if the City intends to sell this lot. <br /> Staff Direction <br /> I need direction from the City Council on how to proceed with this parcel of land. I would like <br /> to put this issue to rest. As I mentioned previously, Attorney Filla has been working on this <br /> since 1995. <br /> Enclosure: I <br /> . - <br />
