Walsh, Parks and Recreation Director C~ <br /> SUBJECT: Resolution 98-29 Supporting the DNR Cooperative Trail Grant <br /> Application <br /> Background <br /> I applied for this same grant in 1997 from the Department o I' Natural Resources. I have been <br /> encouraged by the DNR to apply for the Cooperative Trails Grant again in 1998. <br /> The emphasis of this program is to promote access between people and desirable destinations, <br /> The grant's primary purpose is to complete trail connections between where people live and <br /> significant public recreation facilities. A secondary purpose is to link existing trail segments. <br /> County Road F Segment <br />. This segment could potentially qualify for funds because of the connection it would makc with <br /> the trail system in Shoreview and Vadnais Heights. The original intent was to construct the trail <br /> along the north side on County Road F. Greg Brown, City Engineer with BR W, concurs with <br /> this decision. We will be exploring opportunities to minimize the effect of the trail on abutting <br /> property owners. <br /> This grant application will include a segment north of County Road F to our existing trail. I <br /> believe that this would be a safer situation for pedestrians than crossing at the Hamline and <br /> County Road F intersection to connect with the side walk. <br /> Time lines for Completing the Grant <br /> The grant matches money up to $50,000, The money can be used until May 1, 2001. The grant <br /> is due March 31, 1998. <br /> Estimated Cost and Funding <br /> City Engineer, Greg Brown, has estimated the cost of the project to be $92,825. We are hoping <br /> that this is a conservative estimate. In addition, BRW , has estimated a 23% overhead to cover <br /> engineering, administration and a 5% contingency. Thus, the total amount to be submitted for <br /> the grant is $114,669. Based on this estimate, the City's portion of the cost would be $ 64,669. <br /> The grant will only fund up to $50,000, I am assuming that the City's portion would come from <br /> the Park Fund, <br />. <br />---.--------..- - ------- <br />
