CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: February 20,1998 <br /> TO: Brian Fritsinger, City Administrator <br /> FROM: Terrance Post, City Accountant @ <br /> SUBJECT: One-Day Off-Site Gambling Application <br /> Back!!found <br /> On February 18,1998, Bob Bloom, Gambling Manager of the Circle Pines/Lexington Lions Club <br /> dropped off an application for Authorization to Conduct One-Day Off-Site Gambling (LG230). The <br /> application references a proposed April 25, 1998 raffle activity at the Arden Hills Holiday Inn. Licensed <br /> Gambling organizations are permitted one such off-site activity per year, with local jurisdiction approval. <br /> Having not encountered such an application request during my tenure at the City, I looked to the City's <br /> Code of Ordinances (Division 4. Gambling Devices) for direction in processing the application. <br /> Unfortunately, the ordinance is silent on this situation. <br />. Issues <br /> 1. How would this benefit the community? <br /> 2. If approved, what control could be exerted on the organization? <br /> Community Benefit <br /> Booking the annual fund raiser dinner event at an Arden Hills hospitality establishment would certainly <br /> benefit this business. From a broader community perspective, the organization has agreed to be bound <br /> by the City's trade area spending requirement (50% of net profit for the event - Section 4-43) as are other <br /> licensed gambling organizations in the city. <br /> Enforcement Control <br /> Because the City does not have the leverage of approval authority for premises permit renewal of this <br /> organization in the future, the commitment to abide by the ordinance trade area spending requirement <br /> cannot be effectively enforced. These types of off-site situations result in not being able to hold such <br /> organizations to the same level of accountability as the other licensed gambling organizations in the City. <br /> Recommendation <br /> As this is a precedent-setting situation, staff has more of a philosophical than practical opposition to the <br /> application under consideration. Staff would therefore ask Council consideration in adopting Resolution <br /> #98-26, A Resolution Approving an Application for Authorization to conduct One-Day Off-Site <br /> Gambling". <br />. <br />
