.-
CITY OF ARDEN HILLS
. MEMORANDUM
DATE: March 3, 1998
TO: Mayor and City Council
FROM: Cindv S. Walsh, Parks and Recreation Director ;' 'J
'.
. '-
SUBJECT: Awarding the Price Quote for the Trail Culvert
Backl;:round
The existing trail bridge is hand made out of wood and is unsafe and inadequate. City Engineer,
Greg Brown, prepared a plan to replace the bridge with two 12" drain pipes. A bituminous path
would then be placed over the drain pipes. This will provide a much better surface for
pedestrians and maintenance vehicles.
Proiect Cost
We received project cost price quotes from six contractors. The lowest three are as follows:
Contractor Price
. Sunram Construction, Inc. $11,812.80 (including damaged trail repair)
Lametti and Sons, Inc. $12,675 (excluding trail damage repair)
Glenn Rehbein Excavating Inc. $13, I 00 (excluding trail damage repair)
Sunram Construction, Inc. has the lowest price; however, we have recently been notified that
they have been suspended and disqualified from entering into or receiving a MnDot contract or
serving as a subcontractor. Under Minnesota Statutes Section 161.315, this suspension also
applies to city contracts for goods and services.
Engineering fees are expected to be in the ranges of$I,OOO. Thus, the total project cost
including engineering is $13,675 if Lamelti and Sons Inc., the lowest qualified quoter, is
awarded the project.
Budget Implications
During the 1998 budget process, MSA Engineering had estimated the cost of the project to be
$10,000. I would recommend that the remaining $3,675 come from the $3,750 that was
budgeted for seal coating for 1998.
Using this money for a purpose other than seal cQating gives the City time to evaluate the
effectiveness of the slurry coat that was applied to last year's trail segment. Since the slurry was
done in the fall, we have not been through a summer season. I have had very little feedback from
. trail users about the surface smoothness of the slurry coat. I am not convinced that the City
should proceed with using this method to seal coat the remainder ofthe trails.
