'- <br /> SUBJECT: Awarding the Price Quote for the Trail Culvert <br /> Backl;:round <br /> The existing trail bridge is hand made out of wood and is unsafe and inadequate. City Engineer, <br /> Greg Brown, prepared a plan to replace the bridge with two 12" drain pipes. A bituminous path <br /> would then be placed over the drain pipes. This will provide a much better surface for <br /> pedestrians and maintenance vehicles. <br /> Proiect Cost <br /> We received project cost price quotes from six contractors. The lowest three are as follows: <br /> Contractor Price <br /> . Sunram Construction, Inc. $11,812.80 (including damaged trail repair) <br /> Lametti and Sons, Inc. $12,675 (excluding trail damage repair) <br /> Glenn Rehbein Excavating Inc. $13, I 00 (excluding trail damage repair) <br /> Sunram Construction, Inc. has the lowest price; however, we have recently been notified that <br /> they have been suspended and disqualified from entering into or receiving a MnDot contract or <br /> serving as a subcontractor. Under Minnesota Statutes Section 161.315, this suspension also <br /> applies to city contracts for goods and services. <br /> Engineering fees are expected to be in the ranges of$I,OOO. Thus, the total project cost <br /> including engineering is $13,675 if Lamelti and Sons Inc., the lowest qualified quoter, is <br /> awarded the project. <br /> Budget Implications <br /> During the 1998 budget process, MSA Engineering had estimated the cost of the project to be <br /> $10,000. I would recommend that the remaining $3,675 come from the $3,750 that was <br /> budgeted for seal coating for 1998. <br /> Using this money for a purpose other than seal cQating gives the City time to evaluate the <br /> effectiveness of the slurry coat that was applied to last year's trail segment. Since the slurry was <br /> done in the fall, we have not been through a summer season. I have had very little feedback from <br /> . trail users about the surface smoothness of the slurry coat. I am not convinced that the City <br /> should proceed with using this method to seal coat the remainder ofthe trails. <br />
