Utilizing a percentage in an inflationary market will clearly cost the City <br /> additional money. In a level market, there should be little or no effect on the budget. <br /> Other Comments <br /> In either case, the handling of the employee benefits appears to be simplified and it clarifies how <br /> and what specific benefits are provided by the City. Defining these benefits is both in the short <br /> and long term best interest of the City, while providing competitive market benefits for <br /> employees. <br /> Staff has not yet had an opportunity to provide this information to the Local No. 49 for <br /> discussion. Once action is completed on this item, staff intends to prepare proposed changes in <br /> the sick leave and severance benefits for Council review. After the City Council has had an <br /> opportunity to review this last portion, staff will begin formal conversations with the Local No. <br /> 49. <br /> .
