Memorandum, 1998 PMP Assessment Hearing Page Two . March 27, 1998 Staffrecommends that all of the non-curb and gutter SWM costs be absorbed by the SWM Utility. This action would result in a proposed reconstruction assessment rate per foot of$39.98. This rate would represent a 5.3 % increase over the adopted 1997 reconstruction assessment rate. It is this $39.98 rate that is contained in Resolution No. 98-33, and is the basis of the revised proposed assessment roll (Exhibit E) and the revised project cost funding analysis (Exhibit F). Other Issues Ramsey County has still not administratively turned back Stowe Avenue to the Cities of Arden Hills and New Brighton. It is expected that this County action will occur at an April board meeting. Related to this, the City of Arden Hills is expecting a resolution from the City of New Brighton that binds that City for fifty percent (50%) of the construction costs for Stowe Avenue. .
