<br /> .. ~"5 <br /> . <br /> Executive Summary <br /> In January 1997 Stanley Consultants, Inc. (SCI), was retained by Bethel College to perform <br /> the traffic study of the campus. The need for the study originated during the City of Arden <br /> Hills review of the campus Master Plan. <br /> . Results of the study indicate that on all average weekday, Bethel College Campus traffic <br /> totals approximately 4,840 vehicles per day. This volume equates to approximately 12 <br /> percent of the total traffic on the two adjacent roadways, Snelling Avenue and Old Highway <br /> 10. <br /> Bethel College's Master Plan proposes an increase in student enrollment which could result <br /> in an increase in campus traffic to on the order of 5,500 vpd. <br /> According to Bethel's 1981 Special Use Permit, traffic generated by the normal college use <br /> shall not exceed that anticipated for low to medium density residential development or <br /> approximately 3,300 trips per day. However, current sources of traffic generation information <br /> suggest that this traffic limitation may be outdated and that a more accurate volume for such <br /> a development in Arden Hills could be as high as 5,670 trips per day. <br /> It is recommended that Bethel College request that the City of Arden Hills consider an <br /> amendment to the Special Use Permit.
