-----------
l{b~ ..
ITE's logarithmic relationship between average weekday trips and number of dwelling units
is: .
In (trips) = 0.921 In (dwelling units) + 2.698.
Applying the value of 540 dwelling units to this equation results in an average weekday traffic
of 4,880 trips per day. Although the ITE trip generation relationship is not based on a linear
relationship with dwelling units, for the purposes of discussion. a linear relationship can be
computed to be 4,880 .,. 540 = 9,0 trips per dwelling unit. This value is 50 percent higher
than the lower range of six trips/household used to develop the criteria in the sup,
In summary, current sources of traffic generation data indicate that residential traffic in a city
similar to Arden Hills may be as high as 10.5 vehicle trips per household (or dwelling unit)
per day. Reasonable traffic volumes for Bethel College could therefore be expected to be
as high 5,670 vehicle trips per day (if campus is considered medium dense residential area
with 540 dwelling units),
Conclusions
Results of the study indicate that on an average weekday, Bethel College Campus traffic
totals approximately 4,840 vehicles per day. This volume equates to approximately 12
percent of the total traffic on the two adjacent roadways, Snelling Avenue and Old Highway
10.
Bethel College's Master Plan proposes an increase in student enrollment which could result
in an increase in campus traffic to on the order of 5,500 vpd.
According to Bethel's 1981 Special Use Permit, traffic generated by the normal college use .
shall not exceed that anticipated for low to medium density residential development or
approximately 3,300 trips per day. However, current sources of traffic generation information
suggest that this traffic limitation may be outdated and that a more accurate volume for such
a development in Arden Hills could be as high as 5,670 trips per day.
It is recommended that Bethel College request that the City of Arden Hills consider an
amendment to the Special Use Permit. The amendment should allow traffic generated by
the college to be more representative of a contemporary, affluent, low to medium dense,
residential development.
References
1.
