CITY OF ARDEN HILLS
. MEMORANDUM
DATE: April 14, 1998
TO: Mayor and City Council
FROM: Cindy S. Walsh, Parks and Recreation Director f5;
SUBJECT: Security Fencing around the City Maintenance Building
Background
Because of limited space inside the City Maintenance Building, vehicles and equipment are
routinely parked outside over night and on weekends. As the City Council is aware, the
Maintenance Building does not currently have any method of securing equipment outside the
building. Staff has discussed the issue of securing the area for protecting our equipment.
Fencing in the area seems to be the best method of providing both a visual and physical barrier.
Since the construction of a new Maintenance Facility seems to be 3-5 years away, staff would
like the City Council to consider fencing the area this Spring or Summer.
Reasons for Securing the area around the Maintenance Building
. The City did have a new Wood Chipper stolen during the summer of 1996. Staff fears that
additional pieces of equipment; such as, trailers, generators, and pieces of play ground equipment
not yet assembled may also be stolen at any time. Providing a fenced, gated, and locked area
would make theft much more difficult.
Fencing the area would also give the perception that the area within the fence is accessible to
employees only. The area would be signed accordingly. At the present time, vendors and
contractors often drive around the building looking for an open door. Anyone is able to access
the building and equipment day or night.
When soliciting price quotes for this potential fencing project, we requested that the prices
include privacy slats along the south side of the building. This would provide some visual buffer
for the residents in the abutting town homes. The trees that currently exist in this area are dying
because of old age and run off from the City salt and sand storage. The existing fence is in dire
need of repair. One of the residents has contacted the City Administrator repeatedly about
repairing the existing fence. The existing fence is beyond repair and needs to be replaced.
Fencing in the area for security would also provide some visual barrier.
.
-.-.---
