CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: April 17, 1998 <br /> TO: Mayor and City Council <br /> FROM: Brian Fritsinger, City Administrator ~ <br /> SUBJECT: Northwest Youth and Family Services Contract <br /> Request <br /> The City Council is asked to consider the contract for services with Northwest Youth and Family <br /> Services (NYFS). <br /> Background <br /> During 1997, representatives of the communities that contract for services with NYFS began <br /> working on a revised Joint Powers Agreement (JPA), which reflected current arrangements with <br /> the cities. As a result of these discussions, it was determined that contracts between individual <br /> cities and NYFS would be the most appropriate. As a result, the previous JP A has been <br /> rescinded and the contract is being adopted by other cities. <br /> . In October of 1997, the City Council continued to elect not to formalize participation in this JP A. <br /> It indicated that the continuing public demand for essential local government services was a <br /> significant reason for not formally participating. It did, however, indicate that it would continue <br /> to encourage contributions by our local charitable gambling organizations to fund our share of <br /> servIces. <br /> Proposed Contract Terms <br /> There are three (3) main areas of the contract that would be of particular interest to Arden Hills. <br /> 1. Board of Directors <br /> Participation in the contract would provide the City with a designated seat on the <br /> Board of Directors. <br /> 2. Term <br /> The agreement is for an indefinite term unless a six (6) month written notice is <br /> provided. <br /> 3. Distribution of Assets <br /> Language has been included that details how assets will be distributed should <br /> NYFS be dissolved. These assets will be given to firms doing similar social <br /> services or a new foundation. <br /> . <br />
