MEMORANDUM <br /> DATE: April 24, 1998 <br /> TO: Brian Fritsinger, City Administrator <br /> FROM: Dwayne Stafford, Public Works Director ~ <br /> SUBJECT: 1998 Street Improvement Project <br /> Back~round <br /> The City of Arden Hills has followed all of the necessary and required steps to implement the <br /> 1998 Street Improvement Project. Nine bids were received and opened on March 5,1998, for the <br /> project and T.A. Schifsky and Sons is the low bidder at $679,356.69. This amount includes costs <br /> of$58,721.35, for replacing a culvert on Hamline Avenue, replacing a fire hydrant on County <br /> Road E, installing a water connection to the New Brighton water system, and trail improvements. <br /> ~ <br /> T.A. Schifsky and Sons had the 1996 Street Improvement Project, which included Oak and <br /> Pascal A venues and McCracken Lane. Although, punch list items took longer than staff would <br /> have liked, the quality of work performed was good. <br /> . As of Friday morning, April 24'\ 1998, no formal protests that the City is aware of, have been <br /> filed against the 1998 Street Improvement Project. <br /> Stowe Avenue Issues <br /> 1. The New Brighton Public Works Director will be bringing a resolution before the New <br /> Brighton City Council concerning Stowe Avenue on April 28'\ 1998. This resolution <br /> will identify the City of New Brighton as a 50/50 cost participant in the reconstruction <br /> costs of Stowe Avenue and will indicate a future maintenance agreement between the <br /> Cities of New Brighton and Arden Hills will be reached by October 1 ", 1998. <br /> 2. Ramsey County Senior Traffic Engineer, Tim Mayasich, has provided the City a letter <br /> stating the Ramsey County Board will be officially transferring ownership of Stowe <br /> Avenue, to the Cities of Arden Hills and New Brighton at the May meeting ofthe <br /> Ramsey County Board. The ownership transfer will be retroactive to April 27th, 1998. <br /> 3. The City of Arden Hills has been notified that Municipal State Aid Street <br /> designation has been approved for Stowe Avenue, thereby making Stowe Avenue <br /> eligible for Municipal State Aid funding. <br /> Recommendation <br /> The City of Arden Hills Public Works Director recommends the City Council adopt Resolution <br /> #98-41, accepting the T.A. Schifsky & Sons Bid and Authorizing Execution of the Contract in <br /> e the Matter of the 1998 Street Improvement Project subject to receipt of adopted City of <br /> New Brighton Resolution #98~32. Attached is a copy the New Brighton resolution. <br />
