CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: June 10, 1998 <br /> TO: Mayor and City Council <br /> FROM: Brian Fritsinger, City AdministratOl~ <br /> SUBJECT: TCAAP <br /> Background <br /> At the May 18, 1998 Council meeting, the City Council briefly discussed the various outstanding <br /> items related to TCAAP and directed staffto prepare a more detailed list for discussion at its <br /> June meeting. The following is intended to summarize the various projects pending related to <br /> TCAAP and highlight some of the key issues of each project. <br /> LIST OF PROJECTS <br /> . City Hall Facility Site <br /> . Timing is crucial related to existing lease. <br /> . Lease negotiations have not yet begun. <br /> e . National Guard request for transfer of land from the Army to the Guard is <br /> completed and in Washington awaiting action, <br /> . No alternative options have been identified. <br /> . Schematic plans are nearing completion for submittal to Planning Commission. <br /> . Council should discuss options as to how to expedite the transfer process. <br /> . Joint Maintenance Facility <br /> . No collaborative conversations have been held for four years. <br /> . Ramsey County and National Guard are still interested in facility. <br /> . Construction is also subject to land transfer and funding sources. <br /> . City may wish to create a subcommittee on financing options. <br /> . Visit to Hutchinson joint facility is appropriate, <br /> . Highway 96 Reconstruction and Area Development <br /> . Identified need for R-O-W to construct Highway IO/Highway 96 interchange. <br /> . Scheduling is critical. <br /> . Need to obtain an easement to construct stormwater pond on Highway <br /> 96IHamline Avenue. <br /> . Preliminary design approved, but final design is not completed. <br /> . <br />
