MEMORANDUM <br /> DATE: June 24,1998 <br /> TO: Mayor and City Council <br /> FROM: Brian Fritsinger, City Administrato~ <br /> SUBJECT: Certification of Local Performance Measures for <br /> Local Performance Aid Payable in 1999 <br /> Background <br /> During the 1996 Legislative Session, the State of Minnesota adopted a law which provided for a <br /> new state aid for all cities beginning in calendar year 1997. This new aid was called Local <br /> Performance Aid (LPA). <br /> Under Minnesota Statutes, Section 477A.05, the City is required to have a system of performance <br /> measures for services provided by the City, and must regularly compile and present these <br /> measures to the City Council at least once each year. <br /> The City participated in the program in 1997 and 1998 without having a system of performanee <br />. measures in place. For the initial two (2) years of this program, cities were not required to have a <br /> system in place. By participating, the City was committing to preparing a system for 1999. Staff <br /> is still working with League of Minnesota officials and other cities to develop a system that will <br /> be acceptable to the State of Minnesota. <br /> What Program was Identified in 1998? <br /> The City directed these funds toward partially supporting the City's share of the Ramsey County <br /> Contract Cities D.A.R.E. Program. It was believed that this type of program will provide greater <br /> tracking and performance measurement opportunities. With some of the changes in this <br /> program, staff would proposed the Council consider something different for 1999. <br /> What Program Will the Aid be Tar~eted Towards? <br /> Staff has considered the various ser\ices pro\ided by the City and would suggest that this Aid be <br /> used to determine the effectiveness of city communication efforts. Each year the city invests <br /> resident tax dollars into the production of the city newsletrer, produces press releases, utilizes <br /> cable TV production and at some point in the future may consider utilizing a city web page on <br /> the internet. By analyzing the data obtained from the co=uniry 51l1'yey, whic:h is completed <br /> every couple of years, the city can better analyze the effectiveness of our communication efforts. <br /> Can the City Spend the Money Without a System in Place? <br /> No. The City needs to develop its system of measuring performance before it can spend 1999 <br /> LP A. However, information from the state does indicate that the City can use this aid to <br />. establish the performance measurement system, or replace property tax dollars that would <br /> otherwise have been levied. <br /> - ----- <br />
