<br />e CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: July 15, 1998 <br /> TO: Mayor and City Council <br /> fdl~ Brian Fritsinger, City Administrator <br /> FROM: H 7IP <br /> SUBJECT: 1999 Budget Issues <br /> General Background <br /> The 1999 Budget process presents the City with a number of prioritization issues that will need <br /> to be addressed before a preliminary budget and levy can be adopted. This process also presents <br /> an opportunity for the City Council to measure the provision of City services against the <br /> Philosophy of Governance adopted as part of the 1998 Retreat. The information below is an <br /> attempt to address many of the broad key services issues which will face the City in planning for <br /> 1999, It is not intended to be a specific detailed presentation of the effects of these services on <br /> the overall budget and subsequent levy impacts. <br />It Philosophy of Governance <br /> "To provide basic and necessary scope of quality services through the innovative and purposeful <br /> use of physical, financial and human resources." <br /> Key Service Issues for 1999 <br /> a. Police Protection <br /> The City currently contracts with Ramsey County for 24-hour police protection. <br /> The cost to provide this protection is proposed to be $586,098 for 1999, This is <br /> an increase of 4.9% from $558,444 in 1998. <br /> b. Fire Protection <br /> The City currently contracts with the Lake Johanna Volunteer Fire Department <br /> (LJVFD) for fire protection services. The LJVFD has not yet proposed an <br /> estimate to deliver these services in 1999, LNFD billed $165,000 and was paid <br /> $161,000 (same as 1997) for 1998 fire protection services. <br /> c. Rconomic Development <br /> . Gateway Business District (GBD) <br /> As part of the GBD improvements, the City anticipates reconstructing <br /> Round Lake Boulevard and potentially being involved in the Naegele <br /> property development. Neither ofthese properties will have an immediate <br />. affect on the general tax levy, <br />
