Walsh, Community Development Director <br /> SUBJECT: McClung Outlot A Subdivision Planning Case #98-17 <br /> Backl:round <br /> John McClung intends to split his remaining land, Outlot A, into three parcels. Since park <br /> dedication has never been paid on this land, the applicant is required to do so as a part of the lot <br /> split process. <br /> Park Dedication Fee Calculation <br /> Based on the Registered Land Survey, this area is 1.7773 acres and has a density of 1.692 <br /> dwelling units per acre. The park dedication for residential projects of 0-2 dwelling units per <br /> acre is 6%. This percentage is based on the Arden Hills Public Use Dedication Ordinance <br /> Section 22-9. Since the property owner has stated that an appraisal has not been done on the <br /> . parcels, I am recommending that the fair market value of the property, excluding the house, be <br /> determined by the 1997 tax role. In most cases, the tax role value of the property is less than the <br /> appraised value. <br /> The land value for Mr. McClung's three parcels is $75,000. A park dedication fee requirement <br /> of6% would amount to $4,500. <br /> Mr. McClung intends to argue that the existing house parcel should not pay park dedication. To <br /> my knowledge, the City has collected on the land value of the house parcel in the past. We have <br /> not excluded this parcel because of the fact that the City has not collected on this piece. <br /> Mr. McClung has also suggested that the City accept the land next to the existing trail rather than <br /> cash. Some of this area is wetland. I would not recommend that the City use any property in this <br /> area as a fulfillment of park dedication. <br /> Recommen dation <br /> Staffrecommends that the McClung Planning Case # 98-17 pay a park dedication fee of$4,500, <br /> which is 6% of the value of the land for all three parcels. Cash in lieu ofa land dedication seems <br /> more appropriate in this case. <br /> Enclosures: 2 <br /> . <br />
