Walsh, Community Development Director C:;tl <br /> SUBJECT: Resolution No. 98-58 Accepting the Grant for Trail Construction <br /> along County Road F from the Minnesota DNR Cooperative Trails <br /> Grant Program <br /> Background <br /> In Febmary of 1998, Council approved Resolution No.98-29 authorizing staff to apply for a <br /> Minnesota Department of Natural Resources Cooperative Trails Grant. The grant is designed to <br /> fund up to $50,000 of the project cost of trail construction. The funds were intended to be used <br /> for the segment of trail along County Road F from Hamline Avenue to Lexington Avenue and <br /> potentially south to connect with the City's existing trail segment. <br /> Budret Impact and Time lines <br /> . The DNR has awarded the City a grant of$50,000 for the construction of the above referenced <br /> trail segment. City Engineer, Greg Brown, has estimated the total cost of the project to be <br /> $114,669. If the City accepts the grant of$50,000, the remaining project cost of$64,669 would <br /> potentially be funded by the Park Fund. <br /> This project has been budgeted as a Park Fund expenditure for 1999. Should the City accept the <br /> grant, the project must be completed by April 15, 2000. <br /> DNR Requirements <br /> In addition to completing the project by April 15, 2000, the City would be required to clear the <br /> trail during the winter months. All projects receiving DNR assistant must be maintained for use <br /> all year. Since this trail is proposed to be an 8 foot wide segment that is constmcted directly <br /> behind the curb, clearing the trail during the winter months could be done by City staff. Ramsey <br /> County may agree to help out as well by raising their snow plow blade and clearing the trail after <br /> they plow the road. The County does this along County Road F in Vadnais Heights at the <br /> request of the City. City staff would need to help clear the path as time allows. <br /> Recommendation <br /> Staffrecommends approval of Resolution No. 98-58 Accepting the Grant from the Minnesota <br /> DNR Cooperative Trails Grant Program for Trail Constmction along County Road F. <br /> . <br />
