ECONOMIC DEVELOPMENT AUTHORITY <br /> MEMORANDUM <br /> DATE: September 14, 1998 <br /> TO: EDA P",Id,,' ,.d Bo.,d of eomm"p <br /> FROM: Kevin Ringwald, Executive Director <br /> SUBJECT: Update - Property acquisition for Round Lake Road/Highway 96 <br /> intersection (Indykiewicz property) <br /> Back!,!rolmd <br /> As you are aware, the City has been working on improving the intersection of Round Lake Road <br /> and Highway 96 with Ramsey County. This work has proposed the westward relocation ofthis <br /> connection, so as to improve separation from the I-35W interchange and to improve access to the <br /> Gateway Business District (GBD). The City Engineer in conjunction with Ramsey County have <br /> determined what that realignment should be (Exhibit A), The City has taken and will take <br /> numerous actions to effectuate this realignment. <br /> This memorandum is intended to summarize the status of the acquisition of the Indykiewicz <br /> . property required for the construction of the realignment of Round Lake Road. The <br /> Indykicwicz's received an Offer Letter from thc City on August 27, 1998, informing them that <br /> the City and Ramsey County will be purchasing part of their property (approximately 4.0 acres of <br /> a 6.7 acres parcel) for the amount of$350,000, subject to stable soils and no environmental <br /> contamination (Exhibit B). Additionally, thc City's relocation consultant (Evergreen Land <br /> Services - Bud Storm) has met with the Indykiewicz's on several occasions to provide them <br /> information on their relocation benefits which extend beyond the Offer Letter. <br /> The City Attorney was to serve legal notice to thc Indykiewicz's on September I, 1998, which <br /> would start the 90 day "Quick Take" process. However, thc Indykiewicz's were not served until <br /> Friday, September 11, 1998 (the legal notice will be handed out at the meeting, Staff has not yet <br /> received a copy). Therefore, the theoretical acquisition date would be Thursday, December 10, <br /> 1998, Obviously, there are many factors which could expedite this schedule (ie" negotiated <br /> settlement) and there are some items which could delay this acquisition date. <br /> The Indykiewicz's have requested that the City stake the proposed right-of-way through their <br /> property so that they could visualize the impact. The City Engineer has informed Staff that the <br /> right-of -way will be staked by Friday, September 11, 1998. Additionally, the City will stake <br /> where we intend to conduct soil borings and will coordinate this activity with the Indykiewicz's. <br /> . <br />
