INTRODUCTIONIEXISTING CONDITIONS <br /> On August 10, 1998, the Arden Hills City Council ordered the preparation of a feasibility study <br /> for the proposed realignment of West Round Lake Road. The purpose of the feasibility study is <br /> to examine the technical feasibility of constructing the roadway, outline recommended design <br /> elements and provide cost estimates and means of financing the improvements. <br /> West Round Lake Road currently serves the Gateway Business District (GBD) which is <br /> generally bound by Round Lake to the east, I-35W to the west, Highway 96 to the north and 1- <br /> 694 to the south. West Round Lake Road is essentially a 3,500 foot long cui de sac with access <br /> only to Highway 96. Three city streets feed into West Round Lake Road near its southern end. <br /> The city streets are Gateway Boulevard, Gateway Court and 13th Street NE. Gateway <br /> Boulevard and Gateway Court will be completed this summer in conjunction with the <br /> completion of Phases II, III and IV of the Welsh Companies development. The existing ATS <br /> property is accessed by the 13th Street Cui de Sac. The GBD includes a wide range of <br /> businesses with a current estimated employment of 750. The GBD has grown recently with the <br /> addition of ovcr 450,000 square feet of office/warehouse space within the last three years. An <br /> additional 40 acres of land is currently undeveloped or underdeveloped and will likely be <br /> developed within the next few years. <br />. The existing intersection of West Round Lake Road and Highway 96 is located approximately <br /> 100 feet east of the intersection of the I-35W northbound entrance and exit ramps and Highway <br /> 96. Both the I-35W ramp intersection and the West Round Lake Road intersection are <br /> unsignalized today. There are no right turn lanes or left turn lanes on Highway 96 for traffic <br /> entering West Round Lake Road. The entrance to the Arden Manor Mobile Home Park (Prior <br /> A venue) is located approximately 800 feet to the east of the existing W cst Round Lake Road <br /> intersection. <br /> The close proximity of these two intersections creates a confusing environment for the motorist <br /> and results in poor intersection fimction ultimately effecting motorist safety. As more <br /> development occurs along the southern end of the roadway, wait times for turning movements at <br /> Highway 96 will become unacceptable. <br />. 1 <br />
