PROJECT SCHEDULE <br /> The following schedule has been prepared based upon City Council acceptance of this <br /> feasibility report on September 14, 1998: <br /> Accept Feasibility Report September 14, 1998 <br /> Approve Plans and Specifications! <br /> Authorize Advertisement for Bids October 13, 1998 <br /> Bid Opening November 5,1998 <br /> A ward Contract November 9,1998 <br /> Begin Construction November 23,1998' <br /> Complete Construction July 15,1999 <br /> *construction could not begin until the Indykiewicz parcel is acquired. <br /> Discussion <br /> The main factor determining schedule is the aequisition of the Indykiewicz property. <br /> Negotiations between the City and the property owner are under way and the 90 day quick <br /> take proeedures were initialized by the City attorney August 31, 1998. The latest possible <br /> move-in date to the property would be November 30, 1998 whieh is after the typieal winter <br /> . shut down date of November IS. Although an agreement may be reaehed allowing aceess <br /> sooner than November 30, 1998 it is unlikely that meaningful eonstruction progress will be <br /> made this year as was originally planned. The advertisement authorization eould be moved <br /> up to September 28, 1998 resulting in an award at the October 26, 1998 council meeting <br /> however this schedule still would not provide a signifieant amount ofreasonable working <br /> days prior to typieal winter shutdown. Construetion activities which may be possible to <br /> begin during winter months would include building demolition/relocation, traffie signal <br /> installation and some earthwork depending on weather conditions. Therefore there is some <br /> merit to having the construction eontract in place over the winter as progress could be made, <br /> however it would not be reasonable to require a contraetor to eomplete work over the winter <br /> sinee weather is sueh an unpredictable factor. <br /> Sinee it is apparent that the roadway will not be able to be eompleted this year, the council <br /> should consider the merits of combining both phases one and two of the West Round Lake <br /> Road projeet and bidding as one projeet this winter with a construction start in late winter or <br /> early spring of 1999. Combining the two projects may help minimize eosts associated with <br /> staging and eonstrueting temporary transitions to the existing roadway. Even if the projeets <br /> are bid as two, it is very likely that both will be aetive early next year which may create <br /> potential problems with eontractors getting in each others way. Some eost savings eould <br /> also be realized as a result of bidding the two projects together thereby increasing the overall <br /> scope significantly. <br /> . 7 <br />
