Mr. Ringwald advised that the National Guard will not allow overhead lines through their <br /> site, <br /> Councilmember Keirn asked if the City has the ability to say "no" to an overhead line, <br /> Council member Larson asked if the City knows NSP will replace it with the same capacity line, <br /> Mr. Ringwald stated it is staffs understanding that they plan to replace it with exactly the same <br /> capacity, but with a new line. <br /> Councilmember Aplikowski stated you wouldn't think the City Hall would need that much <br /> capacity. Mr. Ringwald explained the capacity is being provided to the distribution center to <br /> serve the houses north and east of the arsenal in Shoreview, <br /> Mayor Probst asked the Council if they are comfortable with the requested SUP, <br /> MOTION: Council member Malone moved and Councilmember Keirn seconded a motion to <br /> approve Planning Case #98-09, Special Use Permit, for a 15, 102 square foot City <br /> Hall at the southeast corner of Sunfish Lake on the TCAAP 2.4 acre parcel, <br /> subject to the following conditions: <br /> 1. If the City Hall construction precedes the reconstruction of Highway 96, <br /> the City will coordinate with Ramsey County for the provision of a . <br /> temporary median cut; <br /> 2. Reorganizc the employee parking area to minimize conflicts; <br /> 0 The smallest amount of bare ground is exposed for as short a time as <br /> ~, <br /> feasible; <br /> 4, Temporary ground cover, such as mulch, is used and permanent ground <br /> cover, such as sod, is established; <br /> 5. Methods to prevcnt crosion and trap sediments are employed; <br /> 6. Fill is stabilized to accepted engineering standards, approvcd by the City <br /> Enginccr; <br /> 7.
