He stated that he is unsure if the Army Reserve is aware of thc plans, <br /> Mr. Fritsinger stated the Arsenal and Mr. Fix are aware ofNSP's plans. <br /> Mayor Probst notcd the City of Shoreview spent a lot of moncy to avoid overhead lines along <br /> Highway 96, He suggested NSP be invited to a Council meeting to advise of their reasoning and <br /> options they have investigated. <br /> Mr. Fritsinger suggested they bc placed on the September 14, 1998 meeting agenda. <br /> Councilmember Malone again offered the alternative to place the power line bchind the City Hall <br /> site, <br /> Mayor Probst askcd staff to seek the logic of the Ramscy County Public Works which was made <br /> without Council input. <br /> 3. Case #98-21, Ramsey County, Site Plan, Tony Schmidt Park <br /> Mr. Ringwald explained that the applicant requests concept approval of a site plan for planned <br /> upgrades (Phasc I) to Tony Schmidt Park which is similar to the previously considered plan. He <br /> explained the phases of construction and what is included in Phase L He advised they will be . <br /> reconstructing the parking area in the beach area, reconstructing and separating the east parking <br /> lot/boat ramp area, stabilizing of the shoreline in that area, connecting the area across from thc <br /> north access area, planting substantial landscaping along the cast property line (meeting the 75 <br /> foot setback from the residential property line), and plantings along Lake Johanna Boulevard <br /> with a median break for the pedcstrian way which connects the two areas, Mr. Ringwald noted <br /> the play structures and improvements to the beach house are not included in Phase L <br /> Mr. Ringwald reviewed the discussion of how to utilize off-strect parking and pointed out the <br /> grass area to accommodate overflow vehicle parking, He then reviewed the area to the north of <br /> Lake Johmma Boulevard which includes parking, a play structure, picnic arca, and trail system, <br /> He advised the area is heavily vegetated and some vegetation will be removed to open it up <br /> somewhat. <br /> Mr. Ringwald advised that the request also includes parking lot setback variances for right-of- <br /> way (15 feet proposed, when 20 feet is required) and Lake Johanna (20 feet proposed, when 50 <br /> feet minimum is req uired), He advised that the parking lot in the beach area has been pulled as <br /> close to the existing oaks as possible and it is felt that the parking/boat launch area is becoming <br /> more conforming than currently exists The Planning Commission recommends approval subject <br /> to seven conditions, <br /> Mr. Bill Sanders, Ramsey County Planning Consultant, advised that the current concrete and . <br /> riprap will be removed and gradcs lowered to provide a softer edge along the shoreline and allow <br /> boats to come up on shore.
