Maintaining a low floor elevation 917.3; .
8. Recording drainage easement in a form acceptable to City Attorney prior
to recording minor subdivision;
9. Drainage utility easement being reduced by the owner with fill to exiting
drainage casement prior to issuing building permits on Parcels A, B, or C;
and
10. All work be subject to approval by the City Engineer.
Mr. McClung stated he knew he would be asked to pay a park dedication on the two newly
created lots but was surprised he is being required to pay a park dedication on the existing home
parcel.
Mayor Probst stated he is hard pressed to believe the parcels are not worth more in value than
indicated in the memorandum. Mr. McClung stated he was offered $200,000 on the
unsubdivided property.
Councilmember Malone asked about the requirement for park dedication on the existing lot. Mr.
Ringwald explained the original parcel was actually an outlot and specifically excluded from the
park dedication calculations for McClung Addition.
The motion carried unanimously (5-0),
Mr. McClung asked if the Council would like the easement to be dedicated to the City, not as .
park dedication. He explained that this property is useless for development since it is open
water, has a walking trail along the westerly side, and contains a higher area that could be used as
an area to explore/ohserve.
Councilmembcr Malone noted that dedicating that portion would require another lot division
which would not be allowed since it is not a buildable lot. Mr. Ringwald eXplained it would
have to become an outlot, not a lot of record.
Mr. McClung stated he may pursue that issue in the future.
B. Mayor Probst agreed to this agenda
modification.
Mr. Stafford explained that the City will be reconstructing West Round Lake Road in 1999
which may use all, or most, of the monies appropriated for street improvements in 1999, As a
result, staff recommends that a feasibility report for any additional work include only necessary .
seal coating and a study on the necessary steps to complete the reconstruction of two streets
which were recommended for improvement in the 1997 and 1998 feasibility report. Those two
streets are North Snelling Avenue from Arden Place to the cul-de-sac where it appears a portion
