City Adm'."i"~ <br /> SUBJECT: Vaul:han Park Dedication proper~ "xchanl:e <br /> Background <br /> Dan Vaughan dedicated the property (Exbibit A) to fulfill his park dedication requirement for <br /> Planning Case #85-5. Although this property was agreed upon by the City and Mr. Vaughan, the <br /> property title was never transferred. <br /> Ms. Walsh discussed with Dan Vaughan the possibility of exchanging the previously agreed <br /> upon land area to an area that could be used as a trail corridor. The City would then have fee title <br /> to the property that would be used as a trail. Mr. Vaughan has indicated that he is amenable to <br /> this transfer. <br /> The property that was originally agreed upon was intended to be used for a park area. The intent <br />e was to develop the existing parcels of park property along with the Vaughan property to create a <br /> park in the Round Lake area. As staff discussed this proposed park development, it seemed to <br /> make more sense to acquire property to complete the Round Lake trail corridor than to create a <br /> small park. <br /> Property Exchange <br /> Staff is proposing that the 1.78 acre property shown on Exhibit A be given back to Mr. Vaughan. <br /> In return, the City would receive a thirty (30) foot strip of property along the south side of Round <br /> Lake. A 10 foot wide trail would be planned within the thirty (30) foot wide area. The trail <br /> would connect with the existing trail east of Phase IV in the Gateway Business District (Exhibit <br /> B). <br /> Staff is proposing that the area needed to construct the trail along the south side of Round Lake is <br /> approximately 1,111 feet in length. A thirty (30) foot wide area of 1,111 feet = 33,330 square <br /> feet needed for trail construction and maintenance. This area is approximately 44,200 square feet <br /> less than the previously agreed upon park area. Based upon the current park dedication <br /> requirements, and given the current land values in the area, this frontage would be equivalent to <br /> an additional dedication of approximately $5,500. <br /> Staff would recommend that the additional benefit and enhancement to the trail system is worth <br /> an even exchange of property. However, as the trail corridor is smaller, the City Council may <br /> want to consider requesting an additional cash in lieu payment of $5,500 for the remaining <br />. equivalent of property. <br />
