<br />. <br /> Direction and Control <br /> The direction and control of government operations from a central, protected facilities with <br /> adequate communications and key personnel is essential to the conduct of emergency <br /> operations, This facility will be known as the Arden Hills Emergency Operating Center (EOC) <br /> located in the Council Chambers at Arden Hills City Hall, Round Lake Road. Alternate <br /> locations for the EOC are Lake Johanna Fire Station #1, New Brighton Road and the Ramsey <br /> County SheriIT's Dispatch Station at County Road E. <br /> A. Criteria for EOC Activation <br /> The degree of Arden Hills EOC activation will be determined by the severity of the <br /> emergency, <br /> 1. The EOC may be partially activated due to a potential threat to life or property <br /> from severe weather, i,e" tornado, flooding, blizzard, civil disturbance, or a <br /> hazardous materials incident/accident that is an uncontrolled release of a <br /> reportable product <br />. 2, The EOC will be fullv activated in response to an emergency resulting in a threat <br /> to life and property, This would include, but is not limited to: tornado <br /> touchdown or flooding causing damage to the publ ic and private sector and <br /> requiring a coordinated response effort, or a hazardous materials <br /> incident/accident involving the response of several agencies, including federal <br /> and state, as well as surrounding counties and municipalities. <br /> B. Responsibility for EOC Activation <br /> In the event ofa major disaster, EOC staff would be expected to automatically report to <br /> the EOC. However, the City of Arden Hills Emergency Management Director is <br /> responsible for ensuring that the EOC is activated according to the criteria discussed above. <br /> C. Staffing ofthc EOC <br /> The staffing list for the Arden Hills EOC is on file with the Arden Hills Emergency <br /> Management Director. Each department/agency which is represented in the EOC is <br /> responsible for ensuring tbat its representative is familiar with the duties which he/she <br /> is expected to perform at the EOC. (See Call List section). <br />. <br />
