MEMORANDUM <br /> DATE: October 19, 1998 <br /> TO: M,yo< ,od City Cooodl ~ <br /> FROM: Kevin Ringwald, Assistant to the City Administrator <br /> SUBJECT: Future Phases of the Gateway Business District <br /> Request <br /> The Staff requests City Council concurrence on certain land use, road, and financial issues within <br /> the Gateway Business District (GBD). <br /> Background <br /> In December of 1997 the City and Morris Communication Corporation (aka, Naegele) entered <br /> into a Statement ofIntent and Sales and Purchase Agreement for there property at the northeast <br /> corner ofI-694 and 1-35W. The Morris site is approximately 27 acres in size and the Vaughan <br /> site is approximately 19 acres in size. The Staff and the representatives of the owner have been <br /> meeting with developers in an attempt to bring forth a development plan for this portion of the <br /> GBD. <br />. The Staff has been guiding the developers towards an office development and the developers <br /> have been forwarding the notion of some mixture of office/showroom, high tech space, and <br /> office. Several questions keep recurring regardless of which land use option was proposed. The <br /> first question was what is the transportation capacity of Round Lake Road? The second question <br /> was what is the minimum building valuation required to offset the public improvements (ie., <br /> property acquisition and road construction, including amenities) at this site? <br /> The Staffrequested that the City Engineer (BR W) prepare a report to answer the transportation <br /> questions and the City's Financial Consultant (Ehlers & Associates) to prepare a report on the <br /> minimum building valuations required to support the public improvements. <br /> Land Use Issues <br /> The City Council previously directed Staff to obtain Office development on these sites. The <br /> initial discussions with developers indicate a willingness to construct a mixed office/showroom <br /> development and office development on the site. <br /> Transportation Report <br /> The City Engineer (BR W) analyzed the additional traffic that would be generated by the full <br /> development of Morris site (etal) and the Vaughan site as either office/showroom or office uses <br /> (Exhibit A). <br />. Level of Service (LOS) is a traffic capacity analysis whieh measures the quality of traffic <br /> operations through an intersection or along a segment of roadway. LOS is mueh like school <br /> grades in that a LOS A is excellent and an LOS F is failing, while a LOS D is considered to be <br /> the minimum acceptable quality of traffic flow. <br />
