<br /> ARDEN HILLS PLANNING COMMISSION - OCTOBER 7, 1998 DRAFT 12 <br /> Councilmember Malone advised that the City set the levy at $1.9 million and the final hearing on . <br /> the budget will be in December. <br /> Councilmember Malone explained that Bethel College came to the City with a proposal for the <br /> piece of land across the street, north of the railroad tracks, west of Old Highway 10. The College <br /> owns the property and would like to jointly develop it into a park with the City. The City and <br /> Bethel are currently evaluating the feasibility of constructing a park in the location. <br /> Commissioner Galatowitsch asked if the students would use the park. Councilmember Malone <br /> stated that they would. <br /> Commissioner Galatowitsch noted that when she drives by the area, there are a lot of cars <br /> parking along Old Snelling Road. Mr. Ringwald explained that there are two buildings under <br /> construction and this is overflow parking from these areas. <br /> Councilmember Malone reported that the City is actively negotiating with the National Guard to <br /> acquire the land for the new City Hall. The City is also working with Mr. Dan Vaughan to <br /> exchange some of his property near the tower for park dedication to construct a trail along Round <br /> Lake. <br /> COMMISSION COMMRNTS <br /> Commissioner Sand commented that in his neighborhood, some of the streets have been re- . <br /> surfaced and there is still another layer of asphalt to be put down. He asked Staff if this will be <br /> done this fall. Mr. Ringwald stated that he believes it will be although it would not be unusual to <br /> wait until spring. Commissioner Sand noted, if it is not done, there is a storm sewer drain sitting <br /> above the ground that will be a hazard for snow plows. <br /> Commissioner Nelson asked for an update on the Fox 29 tower. Councilmember Malone <br /> indicated that the station is still interested and they are looking over the site. <br /> Commissioner Sand asked if there have been any changes to the design of the new City Hall. <br /> Mr. Ringwald stated that the design is the same and that there are some minor details which need <br /> to be addressed. Commissioner Nelson asked if the front door has been modified. <br /> Councilmember Malone stated that the architect feels it is acceptable as it is. <br /> Commissioner Sand asked with Cindy Walsh gone, who will be coordinating the Park <br /> Department issues. Mr. Ringwald stated that the Staff is splitting up the work and the City has <br /> not yet decided how to fill the position. <br /> Commissioner Sand referred to the southwest corner of Highway 96 and Lexington A venue and <br /> asked ifthe City Council approved the signage request for the Gateway development. <br /> Councilmember Malone stated that it is in the budget but he feels $30,000 for a sign is too much <br /> money. <br /> Commissioner Sand commented to Mr. Ringwald that at the last meeting he mentioned that the . <br /> west shore of Lake Johanna has a lot of debris such as cement and old tires and it is starting to <br /> look like a dumping ground. He suggested that someone from the City should walk along the <br />
