<br /> . <br /> , <br /> CITY OF ARDEN HILLS <br /> _ MEMORANDUM <br /> DATE: November 9, 1998 <br /> TO: Mayor and City Council <br /> FROM: Kevin Ringwald, Assistant to the City Administrator <br /> . <br /> SUBJECT: Resolution #98-67, Continned Participation in the Livable <br /> Communities Pro ram <br /> Reauest <br /> The Staff is requesting City Council approve Resolution #98-67, electing to continue to <br /> participate in the Local Housing Incentives Program under the Metropolitan Livable <br /> Communities Act for 1999 (Exhibit A). <br /> Backl!round <br /> The State of Minnesota adopted the Metropolitan Livable Communities Act (Act) in 1995. The <br /> Act is intended to address housing and other development issues facing the Twin Cities <br /> metropolitan area. The Act requires the Metropolitan Council to negotiate affordable and life <br /> . cycle housing goals for each participating community. If a community complies with Act, then <br /> they are eligible to receive certain grants and loans from various State agencies. <br /> In summary the goals for the program were: to be directly linked to the creation of new <br /> residential units in TCAAP; the existing Land Use Plan is the document which will be used as a <br /> basis for participation in the program, until a revised Land Use Plan for TCAAP is officially <br /> adopted; and the goals for the program would be those that reflected a small developing city. <br /> The mutually agreed upon goals for the City (TCAAP) are as follows: <br /> Housing Component Goal <br /> , <br /> Affordability - Ownership 65 percen t <br /> Affordability - Rental 35 percent <br /> Life-Cycle - Type (non-single family detached) 27 to 36 percent <br /> Life-Cycle - OwnerlRenter mix 75 to 83/17 to 25 percent <br /> Density - Single family detached 1.8 to 2.3 units/acre <br /> Density - Multifamily 9 to 12 units/acre <br /> . <br />
