ATTACHMENT B <br /> WEST ROUND LAKE ROAD RECONSTRUCTION (pHASE II) <br /> BENEFITTING PROPERTY OWNER ASSESSMENT ASSUMPTIONS <br /> Background <br /> The City's Assessment Policy, adopted in November, 1990, provides guidance in determining <br /> the level of assessments for this improvement. Relevant definitions and excerpts include the <br /> following: <br /> 1. Assessment Costs (po 4) <br /> "The assessable cost of an improvement shall be defined as those costs which, in the <br /> opinion of the City Council, are attributable to the need for service in the area served by <br /> the improvement." <br /> 2. CommerciallTndllstrial Streets (po 28) <br /> "These are streets which generally serve commercial/industrial property. They would <br /> typically have a projected volume higher than a residential street. A typical design would <br /> be 36' wide with concrete curb and gutter and 9-ton design in accordance with current <br /> MnDOT standards." <br /> 3. Existillr Street Reconstruction Project (po 28) <br /> "Projects which reconstruct existing City streets shall be to the minimum applicable <br />. standards for the type of street classification regardless of the existing street section." <br /> 4. CommerciallTndustrial Equivalent Assessment Rate (po 32) <br /> "All commercially or industrially zoned properties with front footage abutting a street <br /> which is reconstructed shall be assessed on a front foot basis at the commercial/industrial <br /> equivalent assessment rate." <br /> "The commercial/industrial equivalent assessment rate shall be based upon 70% of the <br /> cost of street reconstruction for a typical commercial street section. This <br /> commercial/industrial equivalent assessment rate shall be determined by the City Council <br /> and established by resolution on an annual basis based upon comparable project data <br /> available to the City." <br /> 5. Municipal State-Aid Project - Reconstruction Projects (p. 36) <br /> "CommerciallIndustrial property abutting a Municipal State-Aid reconstruction project <br /> will be assessed all costs associated with reconstructing the existing street to the City <br /> standard for commercial/industrial areas. The incremental cost between the cost assessed <br /> and a total project cost may be funded with Municipal State-Aid construction funds." <br /> 6. Appurtenances (po 36) <br /> "Appurtenances such as sidewalks, street lighting, trees or other landscaping <br /> features.....which are either existing or needed by the City shall be included in the cost of <br /> the street improvement project." <br />. <br />
