___n__n_______ -----
DRAFT
ARDEN HILLS CITY COllNCTL WORKSESSTON - NOVEMBER 16 199R 2
.
e. Community Development Director Position/Or~anizational Update
Mr, Fritsinger provided background information and various options available to the City related
to filling the vacant Community Development Director position, and how these options affected
the rest of the organization.
Mr. Fritsinger reviewed previous Council direction from the 1998 City CounciV Department
Head Retreat, for staff to evaluate the organizational framework and consider adding additional
support staffto assist with current and projected workload. The City Council, at its April 20,
1998 W orksession, further discussed the reorganization of City staff. This discussion included
the duties of existing staff members and the creation of new positions.
The City Council had identified that it was supportive of reorganization and creation ofthe
following positions:
. Assistant to the City Administrator
. Associate Planner
. Half-time Building Official
. Support Clerk/Secretary
As a result of those discussions, the City Council identified several immediate needs and agreed .
to several organizational changes. These changes were primarily driven by the establishment of
TCAAP as a high priority goal for the next two years, existing staff workload, and the desire to
better utilize the skills of existing staff. Specifically, the City created an Assistant to City
Administrator position (Kevin Ringwald) and an Associate Planner position (Nancy Randall).
Changes were made to all Department Head position descriptions, including the elimination of
the Parks & Recreation Director position, by merging this position with the Community
Development Director position, The half-time Building Official and Support Clerk/Secretary
positions were not officially created, nor was there a determination on how or when these needs
would be resolved,
The recent resignation of Cindy Walsh as Community Development Director (CDD) now
requires the City to further evaluate the duties of this position and the resulting impacts on the
organizational structure, The City still has current staffing needs in the areas previously
identified and depending on how the City Council wishes to proceed with the eDD position, it
presents an opportunity to further strengthen the organizational structure.
Mr. Fritsinger addressed the current responsibilities of the CDD position, the time spent on the
various responsibilities, and how those responsibilities relate to the City Council's goals and
community expectations,
Mr. Fritsinger summarized the various options being considered for the position, their impacts on
the remainder of the staff and its organization, and requested Council direction in how to .
proceed.
