Chapter 2, Administration, Section 220 - Boards, Committees and Commissions <br />is hereby amended to enact Subsection 220.06 to read as follows: <br /> <br />220.06 Financial Planning and Analysis Committee. <br />Subd. 1 Establishment of Committee. A Financial Planning and Analysis Committee is <br />hereby established to facilitate longer term financial planning on behalf of the City <br />Council and the City and any related issues. <br /> <br />Subd. 2 Composition. The Financial Planning and Analysis Committee shall consist of <br />seven (7) members appointed by the City Council. Membership may be open to any <br />resident or non-resident who has financial planning and analysis expertise. At all times, a <br />majority of the Committee membership shall be current residents of Arden Hills. <br /> <br />Subd. 3 Duties and Functions. The duties and functions of the Committee shall include <br />but are not limited to: <br /> A. Advise on fiscal planning and analysis. <br />B. Perform such other functions concerning financial planning and analysis as the City <br />Council may determine from time to time direct. <br /> <br />SECTION 3. Chapter 2, Administration, Section 220 - Boards, Committees and Commissions <br />is hereby amended to enact Subsection 220.07 to read as follows: <br /> <br />220.07 Human Rights Commission. <br />Subd. 1 Establishment of Commission. A Human Rights Commission is hereby <br />established to advise the City Council on issues and goals of the city related to securing <br />for all citizens an equal opportunity in housing, employment, public accommodations, <br />public services and education, and to work consistently to improve the human relations <br />climate of the city. <br /> <br />Subd. 2 Composition. The Human Rights Commission shall consist of seven (7) <br />members appointed by the City Council. Membership may be open to any resident. Two <br />(2) additional member may be appointed by the City Council as a Youth Committee <br />Member. Each Youth Committee Member will have the same voting rights as other <br />members of the committee. Each Youth Committee Member’s term will last for one year <br />from September 1st through August 31st. Each Youth Committee Member must be a <br />Sophomore, Junior or Senior enrolled in a high-school or PSEO program; and be enrolled <br />in a school district that serves Arden Hills or a resident of Arden Hills attending a school <br />outside of the City’s typical school districts. At no time shall there be more than two (2) <br />members who meet the criteria of Youth Committee Member serving on the Committee. <br /> <br />Subd. 3 Duties and Functions. The duties and functions of the Committee shall include, <br />but are not limited to: <br />A. Study and review programs and policies and advise on the creation of programs to <br />promote equal opportunity and eliminate discrimination and inequalities. <br />B. Perform such other functions concerning human rights as the City Council may from <br />time to time direct. <br /> <br />SECTION 4. Ordinance No. 169 is hereby repealed in its entirety. <br /> <br />
