AGNDA ITEM - 3A <br />MEMORANDUM <br />DATE: June 8, 2026 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, City Administrator <br />FROM: Jake Reilly, Community Development Director <br />Angie Smith, Bolton & Menk (Consultant) <br />SUBJECT: Primer Tracer Site Environmental Review Process Update <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />The Council should discuss information regarding the mandatory environmental review process <br />for a potential light industrial park on 62 +/- acres known as the "Primer Tracer" site, a subset of <br />remaining TCAAP land auctioned by the Federal Government in 2023 and purchased by <br />Maplewood Development earlier this year. <br />Background <br />In 2024, the Federal Government held an auction administered by GSA to sell the property "as <br />is." The auction outlined that the Buyer purchasing the property would be responsible for <br />handling all of the processes associated with the future development of the site (i.e. <br />environmental review, platting, rezoning, comprehensive plan amendment, land use approval, <br />demolition, site remediation, permitting, etc.). Maplewood Development was the high bidder at <br />the end of the auction. The purchase agreement was finalized earlier in 2026, and the applicant <br />has begun the mandatory environmental review process as part of due diligence prior to <br />submitting any land use applications. <br />The City has contracted with Bolton & Menk for professional services related to reviewing the <br />required documents in the environmental review process. The first step is the evaluation, <br />publication, and public comment period for a scoping Environmental Assessment Worksheet <br />(EAW) and related Draft Scoping Decision Document. After the EAW process is completed, the <br />Environmental Impact Statement (EIS) process will begin. <br />Page I of 2 <br />
