What is an EIS? <br />Projects that meet or exceed the <br />thresholds described in Minnesota <br />Rules 4410.4400 are required to <br />complete an environmental impact <br />statement (EIS). An EIS provides a <br />detailed assessment of potentially <br />significant environmental impacts of a <br />proposed project and identifies <br />methods for reducing adverse <br />environmental effects under various <br />project alternatives. The EIS is <br />completed by the responsible <br />governmental unit (RGU) designated <br />according to Minnesota Rules 4410. <br />Environmental Impact <br />Statement (EIS) <br />• Analyzes a single, defined <br />project. <br />• Evaluates significant impacts <br />and compares project <br />alternatives. <br />• Detailed, project -specific <br />level of detail. <br />• EIS documents are prepared <br />after a project is proposed. <br />• Guides approval and <br />permitting decisions for a <br />specific project. <br />• Provides mitigation <br />framework for anticipated <br />impacts. <br />Alternative Urban Areawide <br />Review (AUAR) <br />• Multiple future <br />development scenarios in <br />an area. <br />• Planning tool to assess <br />impacts of potential <br />growth <br />• Scenario -based analysis <br />with similar level of detail <br />to an EIS. <br />• AUAR documents are <br />prepared before <br />development projects are <br />proposed (long-range <br />planning). <br />• Provides mitigation <br />framework for future <br />projects. <br />0 <br />
