This program is a two-year effort in part to change how legislators, the media, and <br />citizens look at local government. As you know all to well, the dialogue often focuses <br />exclusively on the level oftaxation without recognition that those taxes have a direct bearing on <br />the quality of life in our communities. <br /> <br />We are now in the process of preparing our legislative agenda for the coming session. As part of <br />that effort, our policy committees will be reviewing all of our policies in the context of the <br />Building Quality Communities initiative. Our hope, of course, is that by framing policies in this <br />way it will help to make that important connection between cities and quality of life. Another <br />important step, and the purpose of this letter, is to be able to demonstrate to legislators and the <br />media that we have widespread support among Minnesota's cities. Therefore, I am asking that <br />you present the accompanying resolution to your City Council for its consideration. <br /> <br />Thank you for your consideration.
