As a result of additional changes to the organizational plan, staff has held off on <br />changes to the pay plan. <br /> <br />During 1997, the City Council negotiated a labor agreement with the Local 49 which included a <br />3% increase in base pay and an additional $10 per month to be contributed to the insurance <br />premiums. These figures were included in the 1999 Budget, which was adopted on December <br />14,1998. <br /> <br />The effect of the increase of 3% on pay ranges is shown in Attachment A. The City Council will <br />note the addition of the Parks and Recreation Director position. The Community Development <br />Director activities have been absorbed by existing staff. The points for certain exempt positions <br />have been revised, based on changes injob descriptions resulting from the ongoing <br />reorganization. <br /> <br />The City, in 1998, contributed up to $320 per month to be used toward employee health and <br />dental insurance. With a $10 per month increase, the City in 1999 would contribute $330 per <br />month toward health and dental insurance. The pay plan has been reviewed for compliance with <br />State of Minnesota Pay Equity requirements and appears to be in compliance. <br /> <br />Recommendation <br />Staff recommends the City Council adopt Resolution #99-05, IdentifYing the 1999 Pay Plan, <br />including an increase of$IO.OO per month toward monthly insurance premiums. <br /> <br />BF/sls <br />
