<br />. <br /> <br />. <br /> <br />. <br /> <br />Indykiewicz Property Acquisition <br />Page Three <br />January 4, 1999 <br /> <br />The City of Arden Hills has been working on redeveloping the area at the northeast comer of <br />Interst~t" ,~w ~nrl Tnt"r<t~t" hQ4 which ;< knOWlLas the Gateway RlIsine<s District (GRD) and <br />whose sole access is via West Round Lake Road, The City proceeded with the redevelopment of <br />this area based on the aforementioned reconstruction schedule and approved the development of <br />approximately 500,000 square feet of new Office/Showroom development in the GBD, As part <br />of that development the City implied that the employees in this new development would be able <br />to safely get out to Highway 96, <br /> <br />The reconstruction schedule for Segment One of the Highway 96 project is currently estimated to <br />commence in the year 1999 and conclude in the year 2002, The City can choose to provide <br />traffic police at the corner until the County reconstructs the road or the City can advance fund the <br />project and get repaid by the County when their funding is available, Ramsey County staff has <br />informed the City that they anticipate that their funds will begin to be available for repayment to <br />the City late in the Spring of 1998. At this time it is unclear whether all of the repayment funds <br />from Ramsey County would be available then or just a portion. <br /> <br />The Staff previously estimated that traffic control by police would cost $2,000,00 per week ($40 <br />per hour per deputy x two deputies x 5 hours per day x 5 days per week), The developer (Welsh <br />Development) is responsible for paying for this service until March 31,1999, after that date it is <br />the City's responsibility, If the Ramsey County project is not anticipated to be completed until <br />the year 2002 (assume, October 1,2002), then the traffic police option could cost up to <br />$364,000.000 (182 weeks x $2,000 per week), The City would then still have to pay Ramsey <br />County for upgrading the intersection (signalization, urban section, and additional lanes), The <br />City Engineer estimates in his December 29,1998 memorandum (Exhibit C) that this upgrade <br />cost would be $531,910,00 ($1,016,110,00 - $484,200,00), Thereby, bringing the total cost of <br />this option to $895,910,00 ($364,000,00 + $531,910,00) and the City would not own the remnant <br />part of the Indykiewicz site, <br /> <br />What is the status of the cost-sharinl! al!reement with Ramsev County? <br />The Staff and Ramsey County have been preparing a Memorandum of Understanding, This <br />document lays out the cost sharing agreement for this project, The document is still in draft <br />form, It is anticipated that the document will be finalized at a Stafflevel in the next six to eight <br />weeks, After which it will be forwarded to the County Board and the City for their approvals, <br />Ramsey County needs to provide the City with a road similar to what it currently has (ie" 36 foot <br />wide pavement, rural design with 66 feet ofright-of-way), but in a new location, The basic <br />outline of the draft is contained on the following table, which summarizes the cost participation <br />for Ramsey County (Re) and Arden Hills (AH), <br />
