<br />Memorandum, Sewer Maintenance Machine <br />Page Two <br />April 29, 1999 <br /> <br />, <br />. <br /> <br />Another use that may be realized, where access is possible, is the ability to remove some of the <br />deltas forming at stormsewer outlets into various lakes, ponds and streams, Vacuum machines <br />have the ability to draw the delta material directly into the truck, eliminating the need for a <br />backhoe, dump truck scenario, with little restoration required, <br /> <br />Machine Suppliers <br />Staff has looked at three (3) different brands of sewer vacuum machines, and is most confident <br />with the Vactor brand of machine, Vactor is by far the largest manufacturer of this equipment in <br />the United States, and currently has the State of Minnesota contract to provide vacuum machines <br />to members of the State of Minnesota Cooperative Purchasing Venture, <br /> <br />The specifications are available for review by the City Council if so desired, <br /> <br />State of Minnesota Coooerative Purchasinl! Al!reement <br />The State of Minnesota employs specification writers who author specifications for nearly all <br />major state purchases, The state asked that suppliers bid on the prescribed equipment, and <br />include pricing for common options (i,e" automatic transmission, strobe lights, etc.. ,), Members <br />of the State of Minnesota Cooperative Purchasing Agreement, such as Arden Hills, pay $350 per <br />year in dues, which allows them the benefits of the State's buying power and proven <br />specifications, Purchases made under this agreement also meet state bidding requirements for e <br />purchases over $25,000, thus eliminating the hassle of preparing specifications and advertising <br />for bids, and the chance of ending up with an unknown product by taking the lowest bid, <br /> <br />Machine Costs <br />There are basically two sizes of machines with typical prices ranging from $120,000 to <br />$250,000, For example, the City of Mounds View has a Vactor brand machine that cost <br />$190,000 in 1993, <br /> <br />Due to the substantial amount of the City's sewer mains located on easements and not accessible <br />by any truck, and the City's size, staff believes the City would do well with one of the smaller <br />units. Staff has reviewed available options for the unit, and the total cost for the recommended <br />Sewer Vactor is: <br /> <br />Total Price <br /> <br />. $138,664,00 machine cost, plus <br />. 9.013.16 sales tax <br />$147,677.16 <br /> <br />Staff had budgeted $145,000 for the vacuum machine for purchase in 1999, Costs for the <br />machine, plus the additional $2,677.16 would be paid for from sewer funds, <br /> <br />e <br />
