<br />f <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />May 6, 1999 <br /> <br />TO: <br /> <br />Mayor and City Council n"\ <br /> <br /> <br />Brian Fritsinger, City Administrat~ <br /> <br /> <br />County Road F Pedestrian Trail <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Requested Action <br />The City Council is asked to provide direction as to the completion of plans and <br />specifications for the County Road F Trail project. <br /> <br />Backl!:round <br />In 1998, the City applied for a grant from the Cooperative Trails Grant Program <br />sponsored by the Minnesota Department of Natural Resources, This grant was to be used <br />for the construction of a section of trail along County Road F, between Hamline and <br />Lexington Avenues, In addition, the trail would be constructed north along Hamline <br />Avenue to connect with the City's existing trail. <br /> <br />The City was awarded a grant of $50,000 to partially fund the total project cost that was <br />estimated at approximately $115,000, The City has until April 15, 2000 to complete the <br />project, <br /> <br />What is the status ofthe vroiect? <br />In January 1999, the City Council authorized the City Engineer to proceed with the <br />preparation of plans and specifications for the construction of the pedestrian trail. One of <br />the key determinations to be considered was whether the trail should be constructed on <br />the north or south side of County Road F, The determining factor was expected to be the <br />pending construction of a signal at the intersection of County Road F and Hamline <br />Avenue by the Minnesota Department of Transportation (MnDOT), <br /> <br />One other issue to keep in mind is that at the time of the application to the State, the City <br />had jurisdictional control over County Road F. The City subsequently turned back <br />County Road F to Ramsey County, As a result, the City would need to obtain <br />authorization from Ramsey County in order to construct the trail along both County Road <br />F and Hamline Avenue, <br /> <br />During the month of April, staff held a meeting with MnDOT and Ramsey County <br />officials to discuss not only the potential signalization of the intersection, but also <br />MnDOT's design for improvements being proposed to the 1-694 area. At this meeting, it <br />became obvious to City staff that the improvements being proposed in this area might <br />have a significant impact on the proposed trail. <br />
