We initially thought we could supply parking
for this dormitory from our current West parking lot. With the increase in our student
population, especially the commuter students, our experience this year shows the need
for additional parking close to this facility. We do not see a significant increase in our
trips per day. The Seminary Village building 4061 currently being used for College
housing will return to married housing this Fall. Those students will be placed in the
new dorm as well as students currently commuting. The reduction in commuting
students as well as the moving of the students at the Village will off-set increases in trips
per day. Additionally parking restrictions and management plans (see attached
Community Announcement from the President dated 12/10/98) should help control the
trips per day. We are committed by our previous agreement to conduct a traffic study in
2002 to monitor our traffic.

* Additional parking for the future will be "incidental" in nature apart from the lot shown
on our approved Master Plan just North of the Seminary.

* We are hoping to relocate the tennis courts in the area West of our campus and Old
Snelling currently being considered for joint park development with the City. A location
just to the West of our current west parking lot is being considered as a possibility if the
development West of Old Snelling does notmateriali~-

* The construction parking in the location West of our current west parking lot will be
used only until approximately June I, 1999. At that time construction parking can take
place in the West lot. This area will be reseeded in the summer and returned for use as
an intramural field in the fall.
